3 Weeks Vietnam in February/March

The plan is to spend 3 weeks in Vietnam, starting around February 17. I have a few questions about this:

(1) Does it make sense to land in Hanoi and fly back from Saigon at the end?
(2) What is the best way to get from the north to the center (Hue and surroundings)? By flight, or are there worthwhile intermediate destinations, so that a bus would be the better means of transportation?
(3) Analogous question for the trip from Hue and surroundings to the south (Saigon etc.)

1) I think it does make sense if you want to do a north south trip through Vietnam
2) I would fly from Hanoi to Hue. I took the bus when I went from Hue to Hanoi and it was a very long bus ride.
3) The most popular places to visit are Danang, Hoi An, Dalat and Nha Trang. Phu Quoc was nice when I visited, but it could be more developed now.

1. South to North will be better, less cold in North.
2. Flight or train due to long distance.
